ENVIRONMENTAL COMPLIANCE SCOPE OF WORK PROGRAM PLANNING AND IMPLEMENTATION SERVICES - ASSIST THE FAA IN THE PLANNING, DEVELOPMENT, AND IMPLEMENTATION OF THEIR ENVIRONMENTAL COMPLIANCE PROGRAM, INCLUDING DETERMINING THE EXTENT OF THE PROGRAM, IDENTIFY PROGRAM GOALS AND OBJECTIVES, DEVELOP PROGRAM OPTIONS AND IMPLEMENTATION PLANS, PRIORITIZE ASSOCIATED TASKS, EVALUATE AND OBTAIN SUBCONTRACT SUPPORT TO PERFORM SPECIFIC TASKS, PROVIDE TECHNICAL OVERSIGHT OF THESE EFFORTS, MANAGE THE DATA COLLECTED DURING THESE EFFORTS, AND UPDATE DATABASES AS REQUIRED. THESE RESOURCES MUST RESEARCH ASSIGNED ISSUES, COLLECT AND ANALYZE DATA, AND DEVELOP POLICY RECOMMENDATIONS AND/OR ALTERNATIVES BASED ON COSTS, BENEFITS, TECHNICAL FEASIBILITY, AND OPERATIONAL IMPACTS. ENVIRONMENTAL COMPLIANCE PROGRAM (ECP) ASSIST THE FAA WITH UPDATING AND MAINTAINING THE STATUS OF THE ACTION ITEMS IN THE ECP AND ASSISTING WITH THE IMPLEMENTATION OF THE ACTION ITEMS AS REQUESTED. SPECIFIC TASKING MAY INCLUDE: GENERAL PLANNING SUPPORT; DEVELOPMENT OF AN ECP INFORMATION MANAGEMENT APPLICATION; AND ANY OTHER ENVIRONMENTAL COMPLIANCE RELATED POLICY DEVELOPMENT INITIATIVE IDENTIFIED BY THE FAA. NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) - PROVIDE SUPPORT TO THE FAA S NEPA PROGRAM AND TO ASSIST FAA IN EVALUATING AND MINIMIZING THE EFFECT OF FAA/FEDERAL ACTIONS ON THE ENVIRONMENT. SPECIFIC SUPPORT MUST INCLUDE DEVELOPING AND PROVIDING INITIAL TRAINING, ESTABLISHING NEPA POLICY AND PROCEDURES FOR DISTRICT PROJECTS; PREPARING AND/OR REVIEWING NEPA DOCUMENTATION, AND WORKING WITH ENGINEERING SERVICES TO DEVELOP A SYSTEM TO TRACK NEPA MITIGATION MEASURES. ECOLOGICAL AND CULTURAL RESOURCE SUPPORT FINALIZING PROGRAMMATIC AGREEMENTS AT EACH OF THE STATE HISTORIC PRESERVATION OFFICES (SHPO), DEVELOPING AND/OR REVIEWING CULTURAL RESOURCE MANAGEMENT PLANS; DEVELOPING OR REVIEWING REQUIREMENTS DOCUMENTS; DEVELOPING OR REVIEWING GIS MANAGEMENT APPLICATIONS; CONSULTATION UNDER SECTION 106 OF THE HISTORIC PRESERVATION ACT TO AVOID IMPACTS TO RESOURCES ELIGIBLE OR LISTED ON THE NATIONAL REGISTER OF HISTORIC PLACES; AND COORDINATING WITH RESOURCE AGENCIES TO DEVELOP MEASURES TO MINIMIZE HARM WHERE IMPACTS CANNOT BE AVOIDED. REVISE THE ECOLOGICAL AND CULTURAL RESOURCE MANAGEMENT PLAN DRINKING WATER: PROVIDE FACILITY EVALUATIONS FOR DRINKING WATER SYSTEMS. SUPPORT INCLUDES EVALUATION OF DRINKING WATER LABORATORY RESULTS AND PROVIDING RECOMMENDATIONS TO REDUCE CONTAMINATES AND CORROSION WITHIN THE FACILITY WATER SUPPLY SYSTEM. ERGONOMICS: THE CONTRACTOR MUST PROVIDE INDUSTRIAL HYGIENE EXPERTISE TO PERFORM OFFICE AND INDUSTRIAL ERGONOMIC SURVEYS TO IDENTIFY DEFICIENCIES, PROVIDE RECOMMENDATIONS, AND DESIGN CORRECTIVE ACTIONS. THIS PROGRAM SHALL INCLUDE ALL INDUSTRIAL HYGIENE INSTRUMENTATION INCLUDING BUT NOT LIMITED TO RADIATION, NOISE, IAQ, PIDS, ROTOMETERS, AND HEAT STRESS METERS. GENERAL INDUSTRIAL HYGIENE SUPPORT/PROGRAM MANAGEMENT.
